Minnesota's Soil and Water Conservation Districts (SWCDs) were formed in response to the Dust Bowl that was affecting the country in the 1930s. With soil blowing all the way from the Midwest to Washington D.C., it became apparent that farmers needed assistance in altering their practices in order to more wisely use the soil and water resources around them and to preserve these resources for future generations. In 1938, Minnesota gained its first SWCD in Winona County. Today there are SWCDs throughout the entire state. SWCDs no longer solely focus on farming, and they now have programs focused on forestry, wetlands, and lakes and streams.
